France, the land of refuge?


According to this arctile in the Agence France Press (link) Yasser Arafat is was admitted to a french military hospital for urgent treatment for a potentially fatal blood disorder. President Chirac noted that France was a "land of refuge." When the hell was france ever a land of refuge? Which instances of refuge is Chirac talking about? I guess the jews found some refuge during the Hitler regime, but even then they would only let in a certain population hailing from the wealthiest class. I'm struggling to find instances of the french acting as a land of refuge. A quick google search leads to: FranceTimes- France: A Land of Refuge for Foreign Artists (link). That is the only example that I found. I don't really think that can classify France as a land of refuge. If anyone can find more please notify me because I'm confused as to why Chirac would say that.
At the end of the article they talked about George W. Bush's opinion concerning Arafat's health:


US President George W. Bush, whose government has frequently backed Israel against the Palestinians, told USA Today that "we're obviously concerned about his health, as we would be concerned about any leader's health."

What President Bush is trying to get at is that he is concerned about Arafat's health because if he gets better it would be a waste of American money that was probably used to try to kill Arafet over the last two decades.
